290 ints/sec is fine.  The absolute minimum is 228, since there are
always two clocks, running at 128Hz and 100Hz.  So you're really
getting ~60 interrupts/sec from your hardware.  Run systat -v to see
the breakdown in real time (irq summary is on the right of the screen).
