In /etc/ssh/sshd_config change the line that says:

    #Protocol 2,1

to say:

    Protocol 2

and then:

    kill -HUP `cat /var/run/sshd.pid`

That means that the sshd server on your system will only accept
incoming connections using the SSHv2 protocol.  You can change the
default for outgoing connections by adding:

    Host *
        Protocol 2

to /etc/ssh/ssh_config, however users can override this in their
~/.ssh/config files should they want to.  See the ssh_config(5) man
page for details.
