Thx, /etc/rc.conf contains only the overrides to /etc/defaults/rc.conf; thus, there is no "default-install" copy of this file, nor is it installed when upgrading. It is created on installation by selections made when you install or later when you use /stand/sysinstall to modify something or when you directly edit it. As it is all custom configuration, you wouldn't want it overwritten. There is, however, new /usr/src/etc/defaults/rc.conf, intended for /etc/defaults/rc.conf.
