I had the same problem on this box:

At every rl* there is attached a piece of a complex network.
In the rl0 branch there is a linux server connected and I experienced about 
2kbs transfer rate each other. So I wrote a message asking on more help .

Btw now the problem is solved changing the HUB at 10mb with an HUB at 100mb 
and we succeded in reaching almost the full 100mb speed in ftp this box 
from the other ones.

I think rl* driver is very sensitive (and faulty) to combinations of 100mb 
/ 10mb network.
