I'm assuming "different" indicates two unique network providers.

Are your T1's being delivered via static route, or do you plan to
implement a unique Autonomous System via Border Gateway Protocol (eBGP4)?

I think it's not so much a question of whether ipfw or ipfilter can
work with natd; your success is more dependent upon your network
engineering.
