Okay, I'll make the change to /usr/local/etc when I get the libcompat issue 
resolved (hopefully this week) and update the man pages to that effect.
Also I will be adding a note that runsocks is only supported in -current.

I noticed you put it in the net directory and I put it in the security 
directory.  My reason was that it had to do with network security, if it 
should go in net then I'll make that change as well.
