Umm, basically because the tools were not completely in place (rcs, cvs,
cvsup, etc).  We could turn it back on now, there have been a couple of 
test $FreeBSD$'s lurking around.  What it is currently set for is like 
$Header$, but /home/ncvs/ trimmed off the front.  However, this expands a 
bit long for comfort, so this might need to change.
