If that's the case, he needs to look more carefully at some PCI drivers
to see why. 8)
For the original poster; the table that drives such a conveninence
function would have to be very complex. Some drivers check the vendor
ID, device ID, subvendor ID, subdevice ID, and also query extra device
-specific registers, as well as deriving several side-effect values from
the table index (see eg. the 'aac' driver for an example of most of this).
