indeed.

cvsup 16-e was working as expected w/ lines beginning w/ '#' in the
refuse file (before i reinstalled freebsd).  so i just assumed that
there won't be a problem this time either (oops!).

believe it or not.

or, quite possibly, it was just dumb luck.
