Thanks so much for that suggestion; in /etc/usbd.conf I found this line:

device "Mouse"
        devname "ums[0-9]+"
        attach "/usr/sbin/moused -p /dev/${DEVNAME} -I /var/run/moused.${DEVNAME}.pid"

Surely this is not the way things should work? What about the moused_* lines in rc.conf?
