I figured this one out a few minutes after I sent it to hackers@freebsd.org.
The problem was I was bitten but the 

	route_loopback="${hostname} localhost" 

line in sysconfig.  It would sure be nice if IP numbers were used rather
than a DNS lookup when the system is booting.
