Hi Anthony,

you have read the handbook, didn't you? Then take a look _again_ at:

http://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/using-localization.html

And as for other *NIX: Yes, they can.
(Perhaps the could do it earlier, but this was, when I fall over it: HP-UX
since 10.x, AIX 4.x, Irix since ?, True64 since ?, ....)
