Likely it can.  0x400 is a hold over from when we had lots of ISA
laptop machines out there and you hoze yourself if you go above it.
There's some isa aliasing issues if you go above 0x400 depending on
what other devices are on the ISA bus.  However, most of the devices
that have those issues are somewhat old and crufty.
