IMHO, this is a bad move.  We direly need to save space WRT distfiles
anywhere we can.  The distfiles and package CDROMs are becoming much less
useful as we can't put as much on them as we need to.

By not using tin*.tar.bz you might be keeping a distfile from being
included on the CDROM that we could easily accommodate if the smaller Tin
distfile were used.
