Subject:   compiling ports without X11

I'm trying to install ImageMagick without the X11 component.
The documentation says to set --with-x=no, so I added that to the
configure_args.
I set use_xlib=NO and commented out all the build_depends that require X11.
However the port still trys to download X11 and compile it.
Could someone tell me why the make install still wants to grab X11?
