In /etc/ttys, there's a line for ttyv8; be sure it looks like:

ttyv8   "/usr/X11R6/bin/xdm -nodaemon"  xterm   on  secure


BTW: no need for rebooting after this change. Simply do
as root "kill -HUP 1" (no quotes, of course).
