Your best bet is probably to run tcpdump on your internal interface to ensure the packets are getting that far. If they're not, you need to add a default route to your dhcpd config. If packets are getting that far, enable tcp/ip logging in ppp and see if the packets are getting that far - proving that you're acting as a gateway. If the packets get that far, enable physical logging to ensure that they're being written to the link.
