PORTREVISION == SVN Revision

The port is capable of fetching a specific revision directly from 
Subversion.  To tell it to do so, enable the WITH_SVN option.


So, if you want a newer copy of the sources, you will need to bump 
PORTREVISION or you'll just always get the same sources.
