The Radeon HD 5450 works.  The machine I'm typing this on has one.

That sounds like you might still be using syscons(4) instead of
vt(4).  Booting with kern.vty=vt in loader.conf(5) will get you
vt(4).

All of which looks, as far as relevant, a lot like mine.

You don't have a 5450, though.
