I can't reproduce this here.  Which version of FreeBSD are you running?

  $ tcsh -l
  %
  %
  %
  %
  % set autologout = (15 1)
  %
  % passwd
  Changing local password for keramida
  Old Password:
  New Password:
  Retype New Password:
  %
  %
