You can also mount it other places:

		mount -t devfs foo /usr/jail/jail1/dev

(but the "no new devices" feature is not committed yet, I'm still
working on it).

The reason for mounting it in /sbin/init is historical and possibly
wrong but it does have the benefit that it will DTRT for people.
