Put the following in /etc/rc.conf:

sendmail_enable=3D"NO"
sendmail_submit_enable=3D"NO"
sendmail_outbound_enable=3D"NO"
sendmail_msp_queue_enable=3D"NO"

You can find the defaults in /etc/defaults/rc.conf:
