There's been several discussions on BUGTRAQ about race conditions when cleaning /tmp. A good explanation of the problem and suggestions for solutions can be found in an archive of the BUGTRAQ mailing list at: http://geek-girl.com/bugtraq/1996_2/0054.html In other postings there are a couple of programs referred to. This GPL solution was mentioned there and not shot down (as several others suggestions were): ftp://wuarchive.wustl.edu/systems/linux/redhat/redhat-4.2/SPRMS/tmpwatch-1.2 .1-1.rpm There's also a full listing of a largish perl script to do the job in the BUGTRAQ archive. No suggestion of it's being incorrect, but it's a fair size pile of code to go through. I have no personal experience of either of these /tmp cleanup programs as yet.
