Using "quick" in the rule that calls an anchor is not the same as making all the rules in the anchor "quick." It instead means that whatever decision is made by the anchor will be final, and rules following the call out to the anchor will not be examined. But processing of rules within the anchor will follow standard rules of quick/non-quick.
