My first reaction to this, given the up/down business is that you
should just get someone onsite to pop in two PCI NE-2000 clones.  A
large number of new network drivers appeared in 3.0/3.1 and I've found 
the tx0, for one, to be very buggy.  Buggy enough that I can't believe 
that anyone else is using it.

(unless you undefine EARLY_RX, moderate amounts of traffic will turn
this innocent looking ethernet card into a delay adapter... holding
packets for arbitrary amounts of time.  I have also found that the
driver truncates skip packets.)

I have found the following drivers to be stable: 
	ed0 (ne2000)
	de0 (DEC tulip)

I have found the following drivers to be aggrivatingly buggy:
	ep0 (3com) - random reboots with traffic when > 1 interface
	tx0 (tulip clone from SMC) - see above

I have not used other drivers (I have used the tl0 once, but can't
really comment).
