It doesn't.  If the port is broken and the fix is obvious, MAINTAINER
should be bypassed.  MAINTAINER is not a solid lock in ports, unless it's
for something huge and complicated (cf. GNOME/KDE).

MAINTAINER can be bypassed (notice "can" vs. "should") for style fixes,
if they are appropriate.
