No.  /usr/local is for software installed outside the base system.  The ssh 
package is part of the base system, so it's placed in /usr/sbin and 
/usr/bin.  When I look at /usr/local, I know exactly what's there.  Not 
Base software.

It's important to maintain the distinction.

I agree a better method should be available to *replace* base software with 
locally modified packages, but the solution is definitely not to place base 
software in /usr/local.
