A wheel mouse is a 5 button mouse.  Wheel up is button 4, and wheel
down is button 5 (click of the scroll wheel is button 3).

Bind these buttons to things like "scroll up" and scrill down",
and don't lie to the X server and tell it you have less than 5
buttons, and everything should just work.
