Alas, I found that /stand/sysinstall was the same file as before the make world. When I tried cd'ing to /usr/src/release/sysinstall and typing ./sysinstall I saw the fix operative in all its glory. >How-To-Repeat: 1) put a visible change into sysinstall 2) make world 3) try to see your change in /stand/sysinstall alternatively (and I'm not completely sure the problems are identical, i.e. that this second one is supposed to work): 1) make install in /usr/src/release/sysinstall 2) absorb admonition how how to use 'install' command >Fix: Uknown, as I don't understand bsd.prog.mk!
