All versions of FreeBSD since 2.2 in 1996 have correctly noted that
mainland Portugal (using the Europe/Lisbon timezone data file) observes
UTC-00:00 (aka Western European Time).  The tzsetup(8) program uses the
file `/usr/share/zoneinfo/zone.tab' to create its menus, which shows the
correct assignment of zones to location:

PT      +3843-00908     Europe/Lisbon   mainland
PT      +3238-01654     Atlantic/Madeira        Madeira Islands
PT      +3744-02540     Atlantic/Azores Azores

I must conclude operator error.
