There is nothing here which will hit any ulterior appendages.

All it does is define "LOG_CONSOLE" and make syslogd not write
such entries to /dev/console.

There are no places which send LOG_CONSOLE entries at this time
in -stable.

Even if there were, the default syslog.conf would just discard
these entries.
