it's not a good idea to add any user who wants to mount cds or floppies 
to the 'wheel' group. i, as a sysadmin, never allow that. i guess sudo 
can be a decision. a sysadmin can allow any user to run mount & umount 
on some devices (say, write a script which can mount ejectable media 
only & allow to run it to ordinary users) in sudoers file.
