Typically it says "Version 2 or any later version, at your option."  (I am
too lazy to go look to seee what the actual wording is.)  But it doesn't
mean that FSF can change your license to the code.  They can only increase
your options -- but that does mean they could copy the BSD license terms or
something similiar.
