That's not an option for users on 10.0 release.

I see.  I don't think we have to implement the lack of //TRANSLIT.
What we do need are //IGNORE and WCHAR_T.  Also, the transliteration
is different.  The example code I was given prints the unicode
character "=C5=BD":

# cat test.php
<?php
print iconv("UTF-8", "ISO-8859-1//TRANSLIT", "\xc5\xbd");
?>
# php test.php
Z

With system iconv this prints "?" and with libiconv "Z".
