When writing to a write-protected tape in a Wangtek 51000 tape drive
nothing is written but no errors are reported.  The SCSI controller is
a Symbios 860.
>How-To-Repeat:
Insert a write-protected tape in the tape drive and run dump to output
to it.  Dump output looks normal (except for *much* higher than possible
transfer rate for this drive) but the tape in the drive never moves
(it is selected, i.e., its activity light turns on).
