my guess something is sending you lots of icmp packets, your kernel is 
gracefully limiting the speed with which it attempts to respond :-

from /usr/src/sys/conf/i386/LINT and the GENERIC kernel

# ICMP_BANDLIM enables icmp error response bandwidth limiting.   You
# typically want this option as it will help protect the machine from
# D.O.S. packet attacks.
#
options 	ICMP_BANDLIM

install snort or checkout tcpdump or any sniffer type device and see what is 
on your wire.
