	Imagine I install Apache from ports on a clean new box. I
	don't touch httpd.conf nor do I start this unconfigured
	apache. I am going to do it later. Then I install mod_php4 port which
	all of a sudden starts Apache by issuing `apachectl restart'.

	The same on `make deinstall' and pkg_delete.

	It seems to me that mod_php should `apachectl restart' only if
	apache is running now. Maybe result of `apachectl status' will
	give some hints. Sorry, I don't have time to produce patches
	now. And the problem doesn't seem to be critical.
