True.  The only thing I know of that uses TIOCCONS apart from
sysinstall is xconsole, but now that I think of it, xconsole does run
as root if you use xdm.  I guess the best way to avoid triggering this
panic is to remove the UCONSOLE option from the kernel *and* comment
out the xconsole line from /etc/X11/xdm/Xsetup_0.
