Here is a new patch:

http://www.sharma-home.net/~adsharma/projects/hi_IN/

1. hi.tar.gz contains two locales: ISCII-DEV and UTF-8. These are all
new files, that go into /usr/src/share.
2. The patch is for Makefiles only.

The tar.gz includes IBM's charmap.utf8.
