The following may be suggestive of the "upstream" issue:

Makefile.libcompat has things like. . .

in the file has no such translations and Makefile.libcompat has no =
examples of ${XCPP} anywhere.

The only place that has ${XCPP} in /usr/src/Makefile* and =
/usr/src/share/mk/* is Makefile.inc1 :
