Perhaps.  We run at 9600 baud because that's what the SRM console runs
at by default (not sure if you can even change that), and I've never
even thought about how to change it.  

Have you tried bumping up comcnrate in sys/alpha/alpha/dec_st550.c?
That's the first thing I'd look at..
