D means "define".  j is the domain name.  As I mentioned in an earlier
message, this doesn't help much unless you know what you're doing.

Read the message more carefully.  There are plenty of reasons for this
message.  The most common is that the recipient's servers are not
accessible for this time, so your ISP is probably right.
