Specifically, you aren't allowed to hack on it and then distribute it. The DHCP support in this BIND (downloadable from the big UNIX archives in the US and Japan) is actually rather primitive; it does not support dynamic assignment from ranges. The DHCP BIND can also be retrieved from the Samba home site in Australia.
