Moved.

pcic_p is designed to put the cardbus bridge into legacy mode so that
the pcic isa driver can cope.  card bus bridges generally need to be
added to that file.

This is with the old pccard stuff, but the life of the old pccard code
is uncertain at this point so it is best to keep updating it.
