You can, it just doesn't support multiple _default_ tags.
I use someting like;

  *default prefix=/usr
  *default base=/usr/local/etc/cvsup
  *default host=cvsup.FreeBSD.org
  *default release=cvs
  *default delete compress use-rel-suffix
  *default tag=RELENG_4

  ## Main Source Tree
  src-all
  ports-all tag=.
