10.2 now uses the quarterly repository by default but you can switch to
using the latest packages if you
create /usr/local/etc/pkg/repos/FreeBSD.conf as below:

FreeBSD: {
  url: "pkg+http://pkg.FreeBSD.org/${ABI}/latest"
}

This will override the url attribute in /etc/pkg/FreeBSD.conf
