Get the binary package from 8.4 and try to install it: (i386 or amd64?)

ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-8.4-release/devel/subversion-static-1.7.9_1.tbz

This probably runs on 8.3-RC2.
