about linux_base, how about just changing the following variable ?

STDDIR=                 linux/${PORTVERSION}/en/os/${MACHINE_ARCH}/RedHat/RPMS
UPDDIR=                 linux/updates/${PORTVERSION}/en/os/${MACHINE_ARCH}

PS : I didn't check the rest.

about the port naming, linux_base70 would be more appropriate, no ?
does redhat 7.0 (or 7.1) are enough stable to replace redhat 6.1 ?
