We're starting a make a push at eliminating INTERACTIVE ports.  This one is a
hybrid where a package can be produced with PACKAGE_BUILDING set.

It seems to me that this port could easily have IS_INTERACTIVE removed by
making the PACKAGE_BUILDING targets run unconditionally.

Can we do that?  Is there some kind of tremendous benefit for this port to be
run interactively?  From an earlier PR, it seems that reason for the hybrid is
to eliminate a dependency on imake, but that seems like a cure thats worse than
the disease to me...
