I'd guess that you have copied the floppy incorrectly.  If you're
using Microsoft products, use TOOLS\RAWRITE.EXE.

No.  There is no atapi.flp any more--see my weekly posting to this
group.  I'm curious, though, what you used instead :-) Use
floppies/boot.flp.
